Read only access to everything for former user on private forum

Description of problem
Is there any way to reactivate an old deactivated user on a private forum and ensure that they have only read-only access to everything (i.e. can't edit old posts, can't edit/delete their PMs, etc.)?

You will have to create groups then set the permissions of the forums for those groups.

I do not know if there is a way to make it read only, but you can disable PM's for indivual user's I do not know if this means they can not send pm's but can still read them or if they just can not send them and/or read them. I have never needed to use this feature yet. Maybe someone else who has can clarify this question for you.

You can only stop individual members from using pm's.
AP - Users & Groups - Users - Search Users
Locate the one you want to stop using pm's. Press the username which loads the profile. Scroll to the bottom and look for the pm option.

They will see their Olds. Even if they edit them, they will not be sent.
