Member Can Not Post Or Reply

Who the problem concerns : A few members
When the problem appeared : A message from a member who can't post a topic or reply

Description of problem
Hello,A new member sent me a PM. He can not post a new topic or reply.
How do I fix this?

Hello,
Is this member a regular member (not moderator or admin, etc)? If so, have you checked the permissions for all of your sections to ensure that members are allowed to post?
Is this member the only one having this issue, or are other members having this issue as well? If other users have the issue as well, then it may very well be a permissions problem or something, if the member is the only one having the issue, then it may an issue on the user's end that neither you nor me can really do anything about.

No this is not the only User/Member. I'm now receiving more PMs from other registered users. I don't believe I've changed anything (I'm the administrator). and just launched the forum yesterday with no problems yesterday with users posting.
Could you direct me where it would specifically ask for permissions?

Can you Please take a screen shot of the following page in your ACP >>
ACP >> General tab >> Forum >> Categories and forums >> Forum Permissions Control tab
EDIT: 21:04:50
Also try the following setting:
ACP >> General Tab >> Forum >> Configuration >> scroll down to Forum on holiday : and set to NO then save.

Hello,
I just tested with a new user account created today and yesterday and no problem to open a new topic or post a message on your forum.
There is no reason for this to happen unless you have forbidden it via forum permissions or by putting it on vacation mode
Anyway, the problem seems to be solved because I notice new topics and posts since yesterday
