Mods can not create new topic correctly

Mods can not create new topic correctly
Hello
It has come to my attention, the moderators do not have access to the screen shot below when creating a new topic. Everything shows them as moderators, they have moderator tools, they can moderate forums, however when creating a new topic they don't have the option to sticky or create a poll or any of those options. I have check permissions, they are all checked off as moderator. Can someone suggest what am I missing? Thank you.

Are you in advanced permission mode? Moderation does not include creating polls or creating stickies. Those are separate permissions. Moderation includes deleting, moving, merging, splitting, locking, unlocking, and the basket option (mod tool) which appear below topics.

Each one. You can copying permissions when you create a new forum or modify an old one.

I never noticed that option, and therefore every time I copied permissions it obviously didn't include that one. Now I know.
