The reported issues so far, they use IE browsers on the desktop computers. Most of my users are county government agencies, and I am not sure if there is something related to their network setting. I have temporarily deactivated the verification code before I got it figured out.

Hello, I have just been on your site and it has been turned off for us to test this you must have this turned on
If it is white then it means that you have a browser problem and you must clear your browser and it maybe down to the computers settings like not saving cookies as most government agencies computers will not save cookies on the system as it could be seen a unsafe.
for our system to work right the system must save cookies.
So im 99.9% sure this is a browsers problem and the computer / servers systems settings their end

I have turned on the verification code. Could you please test it again when you have a chance. If the issue indeed came from "browsers problem and the computer / servers systems settings their end", what is your suggestions for us to set up this verification, and for our users to registrations without incidents. Many thanks~

Thank you for the quick response. I am asking my users to test how it works on other browsers and will find out what is going on. Do you think it is good to turn it off for now, we just announced the forum and expecting high volume users to register at this time.

If alot the users trying to register are having this issue, then yes, I would turn it off until all those having issues have registered.

it's never a good move to turn this off as it is a way to stop some bots making account's on your forum but as you are having problems with some new members i would say keep it on until they have tested other browsers and if they still have a problem then turn it off until they make the account then turn it back on again.
My Advice:
It maybe a good move to make a post on your forum saying that some may get this problem and if they do to use a new browser or Contact you about it so yo can turn this off for them.

Governments seem having more strict computer and network setting and it seems difficult and complex for the users to shot the bugs for me. I think it is a good idea to keep it on, and turn it off if someone has issue to register.
